gn: genenetwork1: Create "useralt" and replace "user" with it
* gn/packages/genenetwork.scm (genenetwork1):
[arguments]: In 'changes-for-deployed-service, copy "web/webqtl/user" to
"web/webqtl/useralt" and replace how "user" is imported in
"web/webqtl/main.py"
