Explicitly set AUTH_SERVER_URL in gn3.conf.
This fixes an issue where gn3 auth defaults to "auth.genenetwork.org" during
query execution. Instead we explicitly set AUTH_SERVER_URL to
"auth-cd.genenetwork.org"
