gnu: guile-static: Use libgc build with `USE_LIBC_PRIVATES'.

* gnu/packages/make-bootstrap.scm (%guile-static): Use libgc build with
  CPPFLAGS=-DUSE_LIBC_PRIVATES.
* gnu/packages/bdw-gc.scm (libgc): Add TODO to always do it.
