* gnu/system.scm (bootable-kernel-arguments): New variable.
(operating-system-kernel-arguments):  New variable.
(operating-system-bootcfg): Use operating-system-kernel-arguments.
(operating-system-boot-parameters): Use operating-system-kernel-arguments.
