gnu: vm: Initialize the image's store.

* gnu/system/vm.scm (qemu-image): Add 'initialize-store?' keyword
  parameter.  Use 'guix-register' when INITIALIZE-STORE? is true.
  (system-qemu-image): Pass #:initialize-store? #t.
