gnu: gcc-static: Remove -lgcc_s from GNU_USER_TARGET_LIB_SPEC.

* gnu/packages/make-bootstrap.scm (%gcc-static): Add 'remove-lgcc_s
  phase.
* gnu/packages/gcc.scm (gcc-4.7): Add comment.
